IronTec's long-term thesis is that buyers and sellers of used commercial diesel engines may benefit from a more consistent, independently documented and verifiable method of describing engine condition. Our regulatory strategy begins with building a rigorous private standard and proving its value in the market before asking government to act.

IronTec's policy case is strongest when it is presented as a market-transparency and buyer-protection framework rather than as a request for government endorsement of a private company.

A future regulated system could potentially use lawful licensing, credential, registration or per-record fees to fund administration. That is a scenario to research - not an existing revenue stream. IronTec's fiscal work will model both government receipts and the full cost of administration so that any eventual proposal can be evaluated on net fiscal impact.
Existing federal engine-related programs show that fee-supported certification administration is not unprecedented. For example, EPA publishes annual Motor Vehicle and Engine Compliance Program certification fees. The purpose of studying those programs is to understand regulatory structure, not to suggest that IronTec condition certification is equivalent to EPA emissions certification.
FMCSA already uses standardized periodic commercial-vehicle inspection concepts and inspector qualification requirements. EPA uses standardized engine-testing and certification systems for emissions compliance. NHTSA uses mandatory vehicle-transaction disclosures to help protect buyers and deter fraud. IronTec is studying these existing structures to understand what elements may - or may not - be relevant to a future used-engine condition-certification framework.

Our initial research includes materials published by the Federal Motor Carrier Safety Administration, the National Highway Traffic Safety Administration and the U.S. Environmental Protection Agency regarding commercial-vehicle inspection, inspector qualifications, vehicle disclosures, heavy-duty engine testing, certification systems and program fees.
